Uttarakhand Rs 40,422 cr budget; Focuses On Education, Roads

Uttarakhand government Total expenditure for 2016-17 is estimated to be Rs 40,422.20 crore whereas total receipts for the fiscal are estimated to be Rs 39,912.00 crore, leading to a deficit of Rs 510.20 crore.
The plan expenditure is estimated to be Rs 15,931.60 crore. A provision of Rs 1,273.96 crore has been made for social welfare followed by Rs 902.99 crore for child development and women’s empowerment.

State Finance Minister Indira Hridayesh presenting the pre-poll budget in the Assembly said it reflects as much the aspirations of the people of the state as the state government’s vision of inclusive development.

The Uttarakhand government presented a deficit budget of Rs 40,422.20 crore for 2016-17 with thrust on school education, disaster management, rural development and disaster management. The highest allocations have been made for school education at Rs 6,238 crore, followed by roads and bridges department at Rs 2,392.07 crore, rural development at Rs 2319.36 crore and disaster management Rs 2,131.56 crore.

Besides, medical, health, family welfare, homoeopathic and Ayush department has been allocated Rs 1,742.90 crore, internal security Rs 1,595.87 crore and Rs 1274.70 crore for irrigation and flood control.

Memorandum of Understanding between India and Bahrain


The Union Cabinet chaired by the Prime Minister Narendra Modi has given its approval for a Memorandum of Understanding (MoU) between India and Bahrain on cooperation for prevention of human trafficking especially trafficking in women and children; rescue, recovery, repatriation and re-integration of victims of trafficking.


This MoU will strengthen the bonds of friendship between the two countries and increase the bilateral cooperation on the issues of prevention, rescue, recovery and repatriation related to human trafficking especially women and children expeditiously

The MoU is expected to be signed during the Home Ministers upcoming visit to Bahrain in the first week of April 2016. 

Salient features of the Memorandum of Understanding between India and Kingdom of Bahrain: 

  • Strengthen cooperation to prevent to all forms of humantrafficking, especially that of women and children and ensurespeedy investigation and prosecution of traffickers and organizedcrime syndicates in either country. 
  • Taking preventive measures that would eliminate humantrafficking in women and children and in protecting the rights off victims of trafficking. 
  • Anti-trafficking Cells and Task Force will work on both sides toprevent human trafficking. 
  • Police and other concerned authorities will work in closecooperation and exchange information which can be used to interdict human traffickers, 
  • Repatriation of victims would be done as expeditiously aspossible and home country will undertake the safe and effective re-integration of the victims, 
  • A Joint Task Force with representatives from both sides would beconstituted to monitor the working of the MoU.

Union Cabinet Approved Sikh Gurudwara’s Act

The Union government has given the go-ahead for the amendment of the 91-year-old Sikh Gurdwaras Act, 1925, in order to remove the exemption granted to Sahajdhari Sikhs in 1944 to vote in elections to Sikh religious bodies.

The Sehajdhari Sikhs were continuously exercising their voting rights in the SGPC elections since 1949. In 2003, the Union Home Ministry debarred the Sehajdhari Sikhs from voting by amending the Sikh Gurdwara Act, 1925 It was done through a notification dated 8 October 2003.

The notification came as a result of the powers conferred by Parliament under Section 72 of the Punjab Re-organisation Act, 1966.  The notification was nullified by the Punjab and Haryana High Court on 20 December 2011. The final decision was left to the legislation to decide whether to amend the Act or not

Parrikar launches Interactive Web Portal Of Kendriya Sainik Board Secretariat


Defence Minister Manohar Parrikar launched an interactive web portal of Kendriya Sainik Board Secretariat in New Delhi.

This portal facilitates Ex-Servicemen and dependents to submit online applications under various welfare schemes. This portal developed by the National Informatics Centre(NIC) at a cost of 58.93 lakhs rupees. It will later contain workflow software for all the schemes of the Secretariat which will provide complete information about Kendriya Sainik Board secretariat, its welfare schemes and allied activities.

Minister of State for Defence Rao Inderjit Singh, Secretary Department of ESW Prabhu Dayal Meena, Secretary Kendriya Sainik Board Commodore Rohtas Singh and other senior officials of the Ministry of Defence were present at the event.

Crisil Sees GDP growing at 7.9% in 2016-17



The country’s GDP can grow by 7.9 per cent next fiscal if the monsoon is normal and the government implements the reform measures announced so far, domestic rating agency Crisil. Even though he flagged concerns on the banking front, It implementation of reforms should help the economy achieve higher growth and termed 2016-17 as the “year of reckoning” which has the potential to illustrate the path which the economy can take.

Women Fighter Pilots Advised To Put Off Motherhood By 4 Years


India’s first three women fighter pilots have been advised by the IAF to restrain from motherhood for the next four years so as not to adversely impact their ongoing training process.

Indian air force sources clarified that the advisory is not legal binding and is to ensure that their training does not get affected. The three women . Bhawana Kanth, Mohana Singh and Avani Chaturvedi are the trainees who qualified for the fighter stream after it was thrown open to women in October 2015. These  pilots will be commissioned into the fighter stream on June 18 this year after successful completion of the initial training. Thereafter, they would undergo advanced training for one year and would enter a fighter cockpit by June 2017.

Gujarat: Leaks In Kakrapar Nuclear Plant, One Unit Shut



A power generation unit at Kakrapar Atomic Power Station in Surat was shut down after leakage of heavy water.

Leakage in the primary heat transport system of unit one of Kakrapar atomic power station in Gujarat has forced the authorities to shut down the unit as an emergency measure.The leakage occurred but officials maintained that “no nuclear radiation has occurred due to the leakage.”

Consequent to a small leak in primary heat transport (PHT) system, the reactor was shut down as intended as per design provisions. All safety systems are working as intended. The radioactivity/radiation levels in the plant premises and outside are normal.

    Suresh Prabhu Has Launched "Clean My Coach" Service

    Minister for Railways Suresh Prabhu on 11th march 2016 has launched the 'clean my coach' service. The service allows a passenger to make request for a dirty coach to be swept and cleaned by sending an SMS on mobile number 58888 or by using an app or a designated website. Prabhu had announced the scheme in the Rail Budget last month. 

    The service is in keeping with the railways 'cleanliness drive' Swachh Rail Swachh Bharat', was launched through Video Conferencing from Rail Bhawan in New Delhi/Northern Railway, Mumbai Central/Western Railway and Lucknow Jn/North Eastern Railway.

    As per the scheme for any cleaning requirement in the coach, passenger will have to send an SMS on a mobile number 58888. A passenger can also use the android app 'Cleanmycoach Indian Railways' or webpage 'cleanmycoach.com' for logging the request which will be immediately acknowledged via SMS on mobile phone along with a code. 

    A message is also sent by the server to the mobile number of On Board House Keeping (OBHS) staff travelling on the same train along with the details of the passengers such as coach number and seat number. OBHS staff contacts the passengers and carries out the cleaning work as per demand. If the passenger is satisfied he discloses the code received during acknowledgement and OBHS staff in turn sends the same code through SMS and the complaint is then treated as closed. If the passenger is not satisfied, he/she doesn’t disclose the code and the complaint is treated as not closed.

    This Clean My Coach service was announced by the Railway Minister in his Rail Budget Speech of 2016-17. Speaking on the occasion Mr. Prabhu said dustbins had also been put in the non-AC coaches and that the railway administration and citizens were equally responsible for maintaining cleanliness in and around railway premises. Prabhu promised more passenger-friendly measures for a better travelling experience on trains. He said the railways was on the fast track in the field of digitization, cleanliness, passenger amenities, coach designs, mechanized laundries and on board services.

    HDFC Bank Ties Up With 5 Start Ups


    HDFC Bank has chosen five start-ups it will work with to strengthen their web, mobile and payment offerings. The Bank shortlisted these five from 30 applications to work together in its field of operations at its maiden Digital Innovation Summit.

    Five start ups  companies with whom HDFC Bank has tied up are Sense forth Technologies into AI customer response, Tagnpin -a marketing and customer engagement company, Safe 2 Pay-a point of sale-free payment system, Bugclipper-an in-app feedback tool, Taptis Technology– a bio metric payment company.

    The bank had previously tied up with Chillr, which had raised $6 million from Sequoia Capital, where it developed a system which helped customers pay without a wallet. Nitin Chugh, country head, digital banking, said the bank wanted to break out from these one-off ties and open themselves to new and innovative ideas. Some of these companies are in the process of securing Series- A funding.

    Senseforth, based in Bengaluru, has developed a machine learning tool to help chat with customers to resolve their queries. The platform has been developed for the web, Android and iOS. 

    Tagnpin, a start-up from Gurgaon, is a marketing and customer engagement tool, meant to help banks use customized marketing campaigns. The tool will analyse customer data and then push products according to the profile, which the bank hopes will increase its below-the-line sales, be it a credit card upgrade or loan.

    Safe 2 pay is a Mumbai-based, has developed an app which allows offline payments. The tool will possibly sit inside the existing HDFC bank app. .

    Bugclipper, also from Mumbai, has developed an in-house tool, which sends back reports to the development team about why an app crashed and describes customer behaviour on it.

    Taptis Technology, from Indore, has developed a biometric point of sale machine which is synced with Aadhaar and helps customers pay without a credit card by using their fingerprint, a camera and PIN-based system.

    Uber Opens Asia's 1st Engineering Hub In India


    Uber, the ride sharing service provider has opened its first Asian engineering center in Bengaluru highlighting the focus on India to solve the localized challenges of Uber users in the country. The center will focus on software engineers, product developers and others working initially on problems specific to users in India. The center will eventually play a role in improving Uber’s customer-facing technologies worldwide. Worldwide, Uber has about a 1,000 engineers spread over nine engineering centers.


    The engineering center in Bangalore is different from the Center of Excellence the company opened in Hyderabad which deals with operations and provides multi-channel support via email, phone and social media to ensure seamless experience before, during and after a ride.

    The company is investing over $1 billion in India to build its network of cabs and has pumped in $50 million to open an operations-support center in Hyderabad last month. Uber engineering center currently has 8 engineers and plans to increase the head count to over 100 employees this year. The center, temporarily headed by Jaikumar Ganesh, is looking to hire more people in the near future, including a permanent India engineering head.

    India’s importance for Uber, as the only other market that can rival China in scale, is also underscored by the company introducing the more-innovative services very quickly. For instance, a motorcycle and scooter service for short-distance trips was introduced in Bengaluru within days of its pilot launch pilot in Bangkok. The company has three engineering centers in the US, three in Europe and one in India.

    Aadhar Scheme Collects Biometric Data of 99 Crore Indians


    The Aadhaar (Targeted Delivery of Financial and Other Subsidies, Benefits and Services) Bill, 2016, was passed by a voice vote after a brief debate, during which Finance Minister Arun Jaitley assured the House that details provided for the card will not be misused in any manner.


    When enacted, the Bill intends to empower the government in providing targeted services to the intended beneficiaries by assigning them unique identity numbers, called Aadhaar. It will be given to every person, who has stayed in India for 182 days in the year preceding the date of application.

    The Biometric data of about 99 crore Indians have been collected so far under the Aadhaar scheme and the data is encrypted and its secrecy and security ensured. The government have got 99 crore Indians on Aadhaar. In the case of Direct Benefit Transfer scheme, Rs. 15,000 crore was saved and in the case of PDS, Rs. 2,346 crore was saved in four states through Aadhaar card.
